ORDER:

Whereas, in the meeting of all political parties held on 16-12- 2014, it was unanimously stated that the government should take steps to regularize the possession of government lands, which are being used by the poor people for residential purpose by constructing dwelling units; and

Whereas, a large number of families Below Poverty Line (BPL) have been residing in dwelling units on government lands since a long time and their possession has not been regularized by way of pattas thereby, causing impediment in planned development and provision of basic infrastructure; and

Whereas, all the political parties also unanimously proposed to consider assigning the land upto 125 Sq. Yards covered by a dwelling unit for persons Below Poverty Line on free of cost basis;

Now, therefore, after careful examination the Government hereby order for assignment of unobjectionable Government land and surplus land under Urban Land Ceiling to an extent up to 125 square yards which are in the possession of poor people at free of cost. The following are the terms and conditions for assignments:

i) Possessions in Unobjectionable Government lands and Surplus Lands under Urban Land Ceiling will be regularised.

ii) Only dwelling units are considered for assignment. iii)Possession held on or before 02.06.2014 is eligible for

assignment.

  1. iv)  Up to 125 square yards will be considered for assignment at free

    of cost.

  2. v)  No vacant land shall be assigned.

  3. vi)  The possessors in the encroachments, who are desireous to get

    assignment, should submit applications to the Tahsildar

    concerned within 20 days from the date of issue of this G.O.

vii)Identity :- Any one of these-

a) Adhaar Card,

b)Any other document
viii) Proof of possession :- Any one of these –

a) Registered Document b)Property Tax Receipt c)Electricity Bill Receipt

d)Water bill receipt
e)Any other proof to establish possession

viii) Annual income of a family up to Rs.2,00,000/- (Rupees Two Lakhs) in urban area and Rs. 1,50,000/- (Rupees One Lakh and Fifty thousands) in rural area shall be the ceiling limit for consideration for assignment. The family unit shall be as defined in the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013.

ix) Competent Authority for assignment: A Committee consisting of Revenue Divisional Officer of the concerned Division as Chairman and the Tahsildar concerned as the Member Convener shall be the Committee of Assignments.

x) The Committee of Assignments shall dispose of all the applications received for assignment within 90 days from the date of its receipt.

xi) As per the recommendations of the Committee, the Tahsildar concerned shall issue a deed of assignment in the name of a Female member of the Family.

xii)The Deed of assignment shall contain all the conditions stipulated in the Assignment guidelines.

xiii) The Joint Collector concerned will be the Grievance Redressal Authority for grievances of public in the matter if any and he may give directions to the committee as he deems fit.

The Chief Commissioner of Land Administration, Telangana is requested to issue suitable instructions and operational guidelines to all the District Collectors in the state for smooth implementation of the above orders immediately.

This order issues with the concurrence of Finance (Exp.Rev) Department vide their U.O.No. U.O.No.348/EBS.VII/2014, Dated:30.12.2014.
